Just tried running Moodle1.9 installation on Windows 7 but got a blank screen after the step where it shows you all the tests have passed.More specifically the http://localhost/install.php was giving the blank screen.
The moodle troubleshooting sites were unhelpful.Finally a comment made on http://jamboreebliss.com/2009/07/01/installing-moodle-on-windows-vista-or-windows-7/
which tells me the localhost string has to be changed to 127.0.0.1 which worked..
Later on I did find out the correct official troubleshooting page..Here it is
